OBJECTIVES OF THE PROGRAMMEThe HWF department’s main objectives are to ensure that all people have equitable access to an adequately trained, skilled and supportive health workforce, in order to attain the highest possible level of health. The Global Strategy on Human Resources for Health: Workforce 2030, the report of the UN High Level Commission on Health Employment and Economic Growth and WHO’s General Programme of Work represent the main reference frameworks that determine the strategic and operational priorities of the health workforce department. In addition, the Strategic Directions on Nursing and Midwifery provide further policy and normative guidance to Member States that are also of relevance to this position. DESCRIPTION OF DUTIESPromote best practices for health workforce intervention in countries taking into consideration the effective integration within the health care delivery system, its health services and existing public health programmes
– Develop tools for improving technical capacity of regions and countries on HRH and relevant institutional structures and collaborators leading to improved management, education and practice performance. – Lead and collaborate in operational research activities to deepen the knowledge base on the various issues, including nursing and midwifery workforce development. – Prepare technical documents and global policy analyses/ flagship reports on policy and technical issues related to health workforce development including nursing and midwifery issues, HRH governance, policy making, regulation, education, retention and migration. Follow-up on dissemination and implementation of recommendations and policy advice of WHO resolutions and technical reports. – Provide technical support for capacity building for an effective HRH agenda at global, regional and country levels through the development of appropriate training and management tools, including on nursing and midwifery. Support the conceptualization, organization and follow-up of global meetings and events focused on nursing and midwifery, in collaboration with other relevant offices and departments within WHO, Government nursing and midwifery counterparts, nursing and midwifery professional bodies and other relevant stakeholders.Cooperate with other international agencies, international professional associations, countries and partners in advocacy and resource mobilization activities in support of the work on health workforce development. – Main achievements include: education/training, norms, policies, standards and other HRH tools, application of tools in relevant settings, priority research, including for nursing and midwifery, in collaboration with partners, development of best practices, facilitation of effective networks and collaborative activities and mobilization of political and technical commitment in support of the HRH agenda. REQUIRED QUALIFICATIONSEducationEssential: University degree in nursing or midwifery. Advanced post-graduate university degree (Master’s level or above) in health and/or health-related sciences (e.g. public health). ExperienceEssential: A minimum of seven years’ progressive professional experience in management, education, regulation of the health workforce, with demonstrable focus on nursing/midwifery. Progressive professional experience in health workforce development with UN agencies and international organizations/ NGOs. Demonstrated international experience. Skills– Technical experience and knowledge of human resources for health. – Progressive experience in nursing and midwifery workforce development (including education, management, regulation and practice). – Demonstrated capacity in research/ writing of policy and technical reports, evidenced by a track record of peer-reviewed publications in a relevant field (health workforce, health systems, nursing and midwifery). – Demonstrable knowledge/skills in health workforce programme design and development, implementation, monitoring and evaluation. WHO CompetenciesTeamwork Use of Language SkillsEssential: Expert knowledge of English. REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4304 per month for the duty station indicated above.
